Scaffolding Collapse Renews Outcry for Bill to Get Them Down

The scaffolding covering hundreds of miles of our city is supposed to protect pedestrians from falling building pieces, but who will protect pedestrians from falling scaffolds? As we saw by the recent Soho scaffolding collapse in November, where six people were injured, pedestrians now need to be kept safe from the scaffolding. As reported by ABC 7, NBC 4, CBS 2, NY1 and PIX 11, this very dangerous situation was avoidable. The scaffolding that collapsed had been up for almost a year with no actual facade work or construction happening. Under the legislation I introduced one year ago, scaffolding would have to be removed if seven days pass without construction work occurring. Under the same legislation, building owners would have 90 days to fix dangerous conditions and an additional 90 days if an extension is needed. If after six months the work is still not complete, the City would step in and do the work to correct the dangerous condition and bill the owner for all the costs. More Public Spaces to Be Opened to Public Under New Bill Passed by Council

Privately owned public spaces, or POPS for short, are attached to 329 buildings in the City of New York. POPS are built by private developers for the public to enjoy in return for allowing them to build bigger, taller buildings. New York City Comptroller Scott Stringer released a report showing that out of 333 POPS inspected, 182 are not open to the public or providing promised amenities. According to WPIX, after doing a follow up, 94 percent of the sites continue to be out of compliance. That is why in November the City Council  passed my legislation to fix this by requiring building owners to put up signs detailing the amenities they must offer coupled with fines of $4,000 for the first offense, $10,000 for each additional offense, and a penalty of $250 for each month they fail to deliver. This legislation was authored with City Council Land Use Chair David Greenfield and with the support of the Municipal Arts Society. Online Voter Registration is Passed By the Council

The New York Daily News and New York 1 and Our Town covered legislation I introduced after it passed a vote in the City Council. The bill, which is now awaiting the Mayor’s signature, allows residents of New York City to register to vote entirely online. Thirty-six states and the District of Columbia offer different forms of online voter registration and soon New York City will be one of them. Democracy should be a click away. EDUCATION

New Gym for Public School Students from Spence 

I have toured every public school in the district and the one recurring theme besides the wonderful children is that none of our schools have enough physical eduation or recreational space. In November, Our Town reported on a deal that Spence School and my office are finalizing that would allow students at P.S. 151 the Yorkville Community School and P.S. 527 East Side Middle School for Social action to have access during the school day to Spence’s proposed 54,000 square foot athletics facility once it is built on East 90th Street.  Last year, the Spence School detailed its plan to build the facility which will include a regulation size basketball court, squash courts complete with locker rooms and even a greenhouse. The Spence School will need a variance from the Board of Standards and Appeals where I testified about the deal to benefit our public students. Thank you to Spence for their commitment to work with Department of Education to open their new field house at now cost to public school students as soon as the 2019-2020 school year.

 

PARKS & ENVIRONMENT

Andrew Haswell Green Park Ribbon Cutting

As co-chair of the East River Esplanade Taskforce with Congress Member Carolyn Maloney I have been working to rebuild the East River Esplanade block by block and park by park. This is why, after years of work by the New York City Parks Department, it was my pleasure to help cut the ribbon at the East Side’s newest park with Parks Commissioner Silver, State Senator Liz Krueger, Congress Member Maloney's office, and the East Sixities Neighborhood Association. Completing Andrew Haswell Green Park Phase 2A means more open green space for the residents of the East Sixties. For more information read the release or watch the ribbon cutting.

 

Banning Pesticides in Parks Gains Support

We authored Intro 0800 with Paula Rogovin's Kindergarten class at P.S. 290 to ban toxic pesticides in parks and have been working to pass it ever since. In November we gained a boost following a panel discussion by NYC Grassroots Alliance with Assembly Member Linda Rosenthal who has introduced partner legislation on the State level where both bill gained support.

 

Save the Sound

Twenty years ago the Long Island Sound was full of dead zones caused by nitrogen pollution from sewage plants. However, following technological advances and new sewage treatment infrastructure now operational in New York City and Connecticut, we've reached our targetted goal, with fish returning to our waterways. I joined Metropolitan Waterfront Alliance and Save the Sound to call on the City and nearby states to take full advantage of the new equipment they have which can be pushed further to reduce nitrogen levels in the East River and the Long Island Sound even further. We deserve water that we can boat, fish and even swim in.

 

 

TRANSPORTATION

Bike Safety Program Gets Results

Our Town reported that bike safety is improving on the Upper East Side for a third year in a row, following an increase in education, safety equipment, and enforcement, bike safety from 30th to 97th streets on Manhattan’s East Side led by my office and Council Member Garodnick. Since we launched the program in 2014 there has been a reduction in the number of collisions involving cyclists each year, and fewer pedestrians and cyclists injured in collisions.

The NYPD's 17th and 19th precinct report Year to Date (YTD) through mid-October:

• 1,557 summons issued to bicycles mostly for not giving right of way to pedestrians and disobeying a steady red signal;
• 15,929 moving violations issued to vehicles, with 5,717 violations for improper turns, 2,730 violations for disobeying a traffic control device, and 1,541 violations for not giving right of way to pedestrians among other violations as of August; and
• 103 seizures of “e-bikes” with all but one receiving a summons (ECB/OATH), representing more than 10% of all enforcement with 923 seized citywide;

This year the East 72nd Street Neighborhood Association released two quarterly bike safety reports, in partnership with our office, in which 25 restaurants received an “A” for delivery cyclists who wore vests with identification along with helmets and used human powered bikes with lights and a bell, while 20 restaurants received an “F” for using illegal e-bikes. The report was followed by confiscation of e-bikes from restaurants receiving an “F” by the NYPD’s 19th Precinct, which indicated that since the cost of a summons at $500 exceeds the cost of an e-bike, individuals receiving a violation just buy a new e-bike. Following two years of e-bike enforcement where the Upper East Side accounted for more than 10% of all e-bike seizures citywide, Mayor Bill de Blasio announced on October 19, 2017 that, beginning 2018, NYPD will begin issuing violations to businesses of $100 for the first offense and $200 for each subsequent offense. Coupled with Local Law 47, authored by Council Member Ben Kallos, businesses with unpaid violations or repeat offenses could risk losing their licenses, permits or registrations necessary to do business. Straphangers Campaign Recognized for 40 Years of Service

After 40 years of service from The Straphangers Campaign and New York Public Research Interest Group (NYPIRG), whose annual "Pokey Award" helped us advocate for and win Select Bus Service off-board payment for the M86 and M79, I was proud to say thank you on behalf of thousands of new riders with a proclomation recognizing the orgnaizations and their leader Gene Russianoff for their service.

JOBS AND THE ECONOMY

Crane Safety Legislation Passes

In 2008 two cranes collapsed on the Upper East Side. At the time I was serving as Chief of Staff to Assembly Member Jonathan Bing who authored and passed laws to stop those crane accidents from happening again. However, several recommendations never made into law including one from Mayor Michael Bloomberg to limit crane age to 25 years. After nearly five years of work by the City Council I am proud to have re-introduced and passed this legislation.

With a focus on crane safety and training I have been working with the International Union of Operating Engineers (IUOE) whose union represents crane operators on legislation and regualtions to ensure that anyone operating a crane in the has local the experience and training they need to operate in the densest place in America with zero margin for error. I toured their training hall, inspected their cranes, and even took a turn on their crane simulator (I won't be quitting my day job).

I look forward to working with experts in the construction industry like the IUOE and others to ensure every resident is safe from construction.

 

The Fight Against Hunger with Brian Lehrer

Right before Thanksgiving, I joined WNYC’s Brian Lehrer on his CUNY TV show Brian Talks New York to discuss the state of New York City’s food pantry system, which many New Yorkers rely on every day for hot meals. As part of a panel discussion the issue of hunger in our City, I was joined by Nicholas Freudenberg, Professor of Public Health at the CUNY School of Public Health & Health Policy and Dr. Melony Samuels, founder & executive director of the Bed-Stuy Campaign Against Hunger. The discussion centered around possible cuts in funding by the Trump administration to the agencies that feed many New Yorkers, and what we as a city can do about it. We discussed the legislation and policies I have pushed for and gotten passed in the City Council aimed at eradicating child hunger in our public schools, such as School Food Accountability and Universal Free Lunch. API Access Available to the Public on City Council Website

In 2009, I put voting records for lawmakers online so we could hold them accountable. But by 2013, that wasn't good enough, residents need to know what law makers are doing when they are actually doing it so that residents can make thier voices heard when it matters most. That is why I helped author, co-sponsor and pass Resolution 184 of 2014 which mandated that the City Council legislation by online, open and accessible through an Apllication Program Interface (API). This allows the private sector or residents like you to take City Council legislative information on legislation and hearings to build an app to make government more accessible. After more than four years of work, we've launched the API and you can get the key at  Council.NYC.gov/news/2017/11/17/api

 

Open Camps

For the fourth year in a row, this November I had the opportunity to speak at a panel at Open Camps on the future of civic tech and government. Open Camps is one of the biggest Open Source conferences in the world. This year my portion of the panel and talk took place at Convene NYC in Midtown. We have a thriving Civic Tech community in New York that I am lucky to work with daily to make our city government more accessible and responsive through technology. As the only software developer in the City Council and chair of the Committee on Governmental Operations, I am in the unique position of being able to understand the areas where our City can improve when it comes to technology through open source and government.

 

Kicking Off Anime NYC Inaugural Weekend

I had a wonderful time at the inaugural Anime NYC convention launched filling Jacob Javits Center. On opening day, November 17th, as someone who has enjoyed their fair share of anime, I took the opportunity to declare it Anime NYC weekend as 20,000 fans of Anime from all over the world came to New York City for the convention. I hope to make this convention an annual event welcoming more fans every year to New York City leaving as many tax dollars behind in the dealers room and our city as possible. Protesting the DNAInfo and Gothamist Shutdown

I joined the more than 300 writers from DNAinfo and Gothamist, fellow Council Members, Writers Guild of America, East, SAG-AFTRA, 32BJ SEIU, the NYC Central Labor Council and other unions, at a rally at New York’s City Hall Park to fight for the unionized editorial employees at DNAinfo and Gothamist. The New Yorker covered how our beloved online news publications, DNAinfo and Gothamist, were shuttered by their billionaire bank owner Joe Ricketts, after 115 journalists who worked at the outlets decided to unionize. Good local reporting is among the pillars of our democracy and we should all work to protect it. The shutting down of these publications was nothing more than an attack on organized labor and that is why I support the journalist in protest and am disappointed that these two valuable publications have been lost. Phipps Neighborhood Building Service Worker Protest

Phipps is one of the largest developers of affordable housing in New York City. Because of this, it plays a crucial role in setting a standard for what service workers should get paid and how they are treated. It is disappointing that in November I had to join dozens of Phipps building service workers to protest and demand that they are paid living wages and offered decent benefits. These workers should not be making the bare minimum of $12 an hour and relying on Medicaid for health coverage for themselves and their families. Phipps can and should do better for its workers. I was proud to stand with them to call on Phipps to do the right thing.

Fourth Annual Turkey Giveaway

For the fourth consecutive year, my office, with the help of New York Common Pantry, made Thanksgiving a bit better for over 150 families residing in some of the New York City Housing Authority developments in District 5. Thanks to a partnership with New York Common Pantry, and the wonderful leadership at Stanley Isaacs, Holmes Towers and Robbins Plaza, we handed out turkeys to residents signed up ahead of time. Roosevelt Island Community Coalition Awards

The Roosevelt Island Community Coalition (RICC) serves as a voice for the interests of residents on Roosevelt Island. Formed in 2012, the organization has helped to ease the arrival of Cornell-Technion on the Island and to assess the potential impacts on the community. In recognition of this work, it was an honor to award three members of RICC who have termed out of their posts with Citations from my office. They have always been reliable partners and great community members who are active and true assets to the Island. Congratulations Christina Delfico, Joyce Short, and Judy Buck.

 

East Side Taskforce on Homeless Outreach and Services Prompts Partnerships

Homelessness continues to rise with 22,830children, 17,451 family members, 4,105 single women, and 10,531 single men in our shelters, and more than 3,892 people on the streets as of Thanksgiving. I launched the Eastside Taskforce for Homeless Outreach and Services (ETHOS) with Borough President Brewer, Senator Krueger, Council Member Garodnick, Department of Social Services, community and faith leaders and service organizations. We hope to get unsheltered people living on the street the help they need. If you see one of our City’s most vulnerable on the street, please call 311 or use the NYC 311 App (Android/iPhone) to ask them to dispatch a “homeless outreach team.” They will ask where you saw the person, what they looked like, and offer to report on whether the person accepts our city’s offer of shelter, three meals a day, healthcare, rehabilitation, and job training. On December 20, 2017, the Church of the Epiphany and the Ambulatory Care Network (ACN) of NewYork-Presbyterian (NYP) are partnering to distribute thermals, toiletries, and other necessities at Epiphany’s Wednesday Homeless Dinner Program. Epiphany and NYP connected at our ETHOS task force meetings and have begun to help address the medical needs of our local homeless and hungry population through the ACN’s Targeted Outreach Program. Over the summer, a Doctor of Dermatology from Weill Cornell Medicine visited guests at the July 25 dinner program at nearby St. James’ Church reminding them to be vigilant about protecting their skin from sun and wind in the winter months as well.

Physical activity is important to prevent heart disease and stroke. It has a positive effect of many of the risk factors for heart disease (high blood pressure, high cholesterol, obesity, diabetes and sedentary lifestyle). Participate in our weekly CardioFitness program for fun, invigorating physical activity. Classes alternate between Zumba and Piloxing. Piloxing is a fusion of boxing, standing pilates and dance done to upbeat music.

12/2: Family Literacy Workshop: Process Art Workshop

Parents and caregivers, come learn about fun, easy ways to encourage literacy at home!  Through these workshops you will learn how to develop your child's pre-literacy skills to help prepare them to become successful readers at an early age. Come and make some art with your child. Young children do art for the experience. They enjoy trying out new art materials, and discovering what they can do. Art activities also help develop motor skills.
